Upgraded incident reporting page, with integrated national data

It has been a busy day here with 2 major updates!
You may have noticed the incidents page, which used to be only visible (or of any use) when there was an incident reported by the TCC, is permanently viewable from the front page. This is because it now contains HA-sourced delays and unplanned events alongside TCC data.
This is a work in progress, and I appreciate your feedback as much as ever from the about page.
